The more I read and try to understand this the less I do. I keep reading but
don't understand what it's used for, when to apply this, why it's used and
all that jazz....I keep reading docs but it don't click.
Any comments on this would be great.

The RBS is representative of your org structure. It is
used in conjunction with some PWA settings to only allow
users to see the projects they manage and the people who
manage them to see all of their projects. It sort of
acts like a form of security to restirct who can see what
projects. It is a Custom Enterprise Resource Code "30".
It doesn't show 30 but that's where you'll find the field
to customize. Basically you set the table up the same as
your org chart. Hope this helps get you started.

Does this RBS need to be implemented, how does a newcomer go to understand
how to use the and how important is it?

Buy a book called, "Implementing Enterprise Portfolio Management with Microsoft Project Server 2002

Briefly:

1. You *really* should install a test bed to see how this works.
2. It's your org chart.
2a. You could do your org chart by positions (VPs have directors; directors
have managers; managers have staff)
2b. You could do your org chart by names (Adam has Bob, Charles, David
reporting to him; Bob has Ellen, Francis, Gina reporting to him; Ellen has
Harry, Isabel, John reporting to her.
3. Yes ... it makes a difference as to whether you use names or positions
but you won't find out until you try the implementation in a test bed.
