I have a organization where resources are shared between different
departments and project managers need to view them in their enterprise pool
in order to assign them to their project. How do I build an RBS to reflect
this senario?

There's no simple answer to "how do I build my RBS." This question requires
a lot of input and analysis and depends heavily on your security
requirements.

I already have an RBS built but now I have to add an additional department.
Some of those resources that need to be in the new department are members of
the an existing department. How do I reflect a resource as a member of two
departments?

That's not possible to do explicitly, as each resource can have only one RBS
designation. As I stated, you need to strike a balance between your RBS
design and your Security design based on your specific organizational
requirements.
