Read and Delivery receipts

I have a question:

A user reported that she does not get delivery receipts to recipients
in-house. She gets read receipts in-house. Also, she will get a delivery
receipt if she sends to a recipient somewhere else (another company or domain)

Is there any way I can configure Exchange/Outlook to give her a delivery
receipt when she sends e-mail to users through Exchange internally?
