Read Chinese Word/Excel files

I installed Office 97 SR-2b EN version on a computer running Windows XP Pro
EN. All are working correctly. When I received some Chinese Word/Excel
files and opened them, all Chinese appear garbage. I was told to change the
settings in Regional and Language Options applet. Once I change the
Language for non-unicode programs to Chinese (Hong Kong SAR) from English
(United States), all garbage display Chinese correctly. It sounds very
good.

However, I discovered later that some of Office English files, i.e., Word,
Excel, Access, etc. cannot open. Once I change back the settings in
Regional and Language Options applet, they can open immediately. Can
someone advise me possible issues and solution to the failure to open office
files as I like to display Chinese files.
