read only access to database

I just migrated to a Windows 2003 server. I have a
access 97 database which I can only access as read only.
When I go to properitites and uncheck the box for read
only and refreash it check its self again. Also I do have
my access setup to the folder as full access.

Can you tell me what is causing me to have read only
access.
