Read Only to View setting

When you are opening a project is there a way of changing the "Read/Write to
Check Out" default setting to "Read Only to View"? If so, how?

No, there is no default method for performing this. To prevent people from
opening one another's projects Read/Write, you can control this through a
combination of Groups and Categories. Hope this helps.
