Read-Only View for Non-Members of projects

Hello!

My organization is asking to create a read-only view for resources that are
not part of some projects. The intent is to allow anyone to see all
projects, even if their not part of them, in a read-only view in Project
Center.

Any ideas on how to accomplish this? It may be creating a new category very
similar as one assigned Portfolio Manager/Admin, but I have played with the
permissions and haven't been successful Any help would be greatly
appreciated.

If this helps, we're running Project Server 2007.

Add your Team Members group to the My Organization category with the
permission enabled for "View Project Summary in Project Center"
