read receipts don't send

I have a user who cannot send read receipts. They sit in his outbox but
because they won't send nothing else does either...unless he deletes them. I
have noticed this with other users as well, but it's usually not an issue.
They just delete them. This time, they want them to be sent. Is there any way
to fix this problem? (it's outlook 2000)
