Read Receipts

Apologies if this is not the correct discussion group.

I am unable to send or recieve read receipts but here is the strange thing
and the reason why I am posting it in the outlook forum.

I am running exchange 2K3 FE\BE with outlook pro 2003.

If I send a RR from the office to my webmail account with a RR attached it
works fine.
If I send a RR from the office to my webmail account but wait until I get
home and open outlook download the email there is no RR attached.
If I send a RR from the office to any person in other organizations they do
not receive RR.
If other folk in other companies send me an email with a RR attached we do
not get them.

Ok here is a weird bit.

If I am at home and send myself an email with a RR attached login to OWA
bingo I get prompted with the RR warning.

If I login to OWA and compose an email with a RR attached and send it to
other folk in other companies they recieve them.

So I am struggling to find out where the problem may lie.

First thing is RR are client side but the client must be working because I
can send one to my webmail.

OK so this leaves me with server side, but this also works to a fashion when
I login to a OWA session I can get it to work.

Please help because this is driving me bonkers
