'Reading Pane' for 'Draft' email folder

Does anyone know any additional information as to why MS
has chosen to disable the new "Reading Pane" for
the "Drafts" folder in MS Outlook 2003? My team sends out
company wide emails and feel that this would act like a
quick "Print Preview" type of look before zipping away
emails. A good QC tool!
