Rearrange Toolbar Icons

Hello there,
It is very easy to rearrange the toolbar icons on the main Outlook window.
However, when in a NEW message window, how can I move the attachement icon so
it is not next to the Send icon? It seems that the Customize menu choice is
not available. Am I missing something?

As far as I can tell, the only way would be to add your own toolbar,
including the items from the standard toolbar, but in the order you want.
