Reassigning tasks and Build Team in PWA 2007

A resoure manager/team lead wants to reassign tasks in PWA. The resource
that he wants to assign the task to is not a team member in the project. He
can add the resource to the project team using the build team function in PWA
project center. The resource that he added still does not show up to be
selected when he goes back to reassign the task. Is this a publishing issue?

It seem hat there are things missing from PWA that would make it a lot
easier to maintain a schedule after it is created without having to go to MS
Project Pro?
