Is there a way to set recalculation to manual for a particular
workbook (Excel 2008)? If I understand correctly, if I set recalc to
manual in preferences, then it would affect all workbooks.

The preference setting applies to all open workbooks.

Short of using some very kludgy and labor intensive rewriting of your
calculations involving circular references, I can't think of any way to
make manual calc specific to only one open workbook.
