Recall feature

I am running Outlook 2000 and was wondering how I would
turn on the recall feature. Can seem to find it anywhere?

Only works if you use Exchange server for e-mail. This is also noted if
you do a seach on "recall" in Outlook's own help (it is for my Outlook
2002 help).
