Recall works, when it works at all, only if the recipient is on the
same Exchange server and hasn't opened the message yet.
While it's true that recall works less often than Gary Coleman the
recipient doesn't have to be on the same Exchange server as long as the
recall message is sent (and received) as a rich text file.
Even so the message does have to be unread, as you observe, and a whole
host of other criteria, some of them apparently mystical, have to be
met.
