Recalling Message Question

I had to recall a message the other day. It seems as if I
did not receive the message back from the individual who I
put on the cc: line. Is that by design? I know the
individual did not read nor delete the email. It is still
sitting in their inbox untouched.

Exchange 5.5 SP4 environment.
