reccuring frequency

does anybody know if Outlook can pick a frequency similar
to the Monday after the second wednesday in a month

I don't think there's any easy way to do this in Outlook itself, but you
might want to look at a 3rd party add-in called WS:Repeat Appointment
that allows you to choose a more customized pattern for recurring
appointments. Details here:
