"Receive only" before send?

Sometimes I want to check my email before sending anything out. Does a later
version of Outlook offer a "receive only" option. I don't want to have to use
a workaround, such as storing my outgoing emails in my drafts folder, or
create groups. I just want to check all my email on a few accounts in one go
before sending anything out. Outlook Express permits this, and I am hoping
that Outllook 2003 FINALLY will. Thanks
