received e-mail messages in HTML, messages are in text

When I receive e-mail
from various organizations, it is nothing but text and a bunch of click and
links. Some are received properly. some used to be received normally on
previous versions. My settings in Outlook are correct . Any suggestions. I
made sure that I signed up for HTML in all organizations.

Something is interfering with Outlook's interpretation of the message data.
The usual culprit is a mail scanner like an antivirus or -spam scanner.
