Receiving Error 0x800CCC1A

I had no Outlook updates, no new programs installed and e-mails were coming
and going normally until this afternoon. Since, I keep getting this message
and I do not know if I have control over it.
"- Receiving' reported error (0x800CCC1A) : 'Your server does not support
the connection encryption type you have specified. Try changing the
encryption method. Contact your mail server administrator or Internet service
provider (ISP) for additional assistance.'
Do you have any suggestions?

I have one: do what the message says and contact your ISP asking them what
changed? The port or the SSL setting appears to be incorrect on your end or
the server on their end is broken.

The error message was exactly as I quoted on my original posting. It does
suggest to contact my ISP (Comcast).
After several occurrences, finally the e-mail messages began to be received
without the error.
I will have to chuck it as a temporary problem with Comcast's mail server.
