receiving HTML emails but will only display in rich text

That is because the message format is set by the sender. Contact him/her to
ask to change their message format to HTML if you somehow have issues with
receiving messages in RTF format.

I can't view my incoming emails as HTML. They will only view as rich text.

There is no setting within Outlook to convert all incoming mail to Rich Text.
