Outlook 2002 SP2 is being used as the client of MS Exhcnage 2000. One of
users has the receiving messages problem:

The new messages will not show or be received until the user clicking on one
of the existing messages. Anybody knows how to fix this? Thank you very much.

Is the user running Windows XP (SP2)? If yes, the on by default built-in
firewall is causing it. Create an exception in the firewall to outlook.exe.
(exception must include drive\path information)

Well, you can use
http://support.microsoft.com/default.aspx?scid=kb;en-us;305572&sd=RMVP to
force Outlook 2002 into polling. Unfortunately the hard part will be to try
and figure out what is stopping the UDP packet from reaching the client
workstation. (UDP packets travel from Exchange -> client on a non-static
port >= 1024.)
