Receiving reported error warning is misleading

When there is a problem receiving e-mail, the below error comes up. Sometimes
the problem is that you need to close and restart Outlook, you need to
reboot, turn off and restart your DSL box (if you have one), or disconnect
and reconnect if you have dial-up.

The below message is a disservice for people using the Internet at home and
probably causes people to unnecessarily contact their ISP.

Task 'pop.ix.netcom.com - Receiving' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'
