Recent problem opening files with Excel 2003

When I double click a file or when I right click to open a file, the file
will not open. The only way I can open a file is by opening it through Excel.
I tried reinstalling Excel and Office as well as disabling Norton Security;
but to no avail.
Any suggestions? Thanks.

Click on Tools, Options, select the General tab, and untick Ignore other
applications. Exit Excel and try again
