Recipient Cannot Open OUTLOOK 2003 Custom Forms

I designed several custom forms in Outlook 2003 (build 11.5608) and
these forms seem to have a bug. I will send out a form and
occasionally, 1+ of the recipients will not be able to open the form
at all. They will get the email notification but will not be able to
access the form. Can't find any rhyme or reason to this. The
temporary solution for this blank form problem is to have the
recipient delete all FRM.cache.dat files. After the recipient deletes
these files and restarts outlook, the form will (temporarily) load
properly.
Does anyone have a better solution to this problem?

Update the client with Office 2003 SP1, which resolves most of the forms
cache problems.
