Recommendation for multiple Admin Break Fix Plans 2007

Hello, I am looking for a best practice for setting up Administrate
plans for Project server 2007:

Background: Project Server previously used for all admin working and
non-working time. Migration to Project Server 2007 and will use
Timesheet functionally for Time off. While the Admin working time in
timesheets could be used, due to the amount of admin buckets, it would
best to not use these categories.

Currently, there are 4 Administrate Project plans, each with 10
tasks. The tasks are fixed duration and span 1 year. Named resources
are assigned to the plan, but at zero work. At the end of the year a
new plan is published.

Going Forward:
Since 40+ admin category is too much to show on all resources
timesheet, and there is no way through the RBS to set specific admin
buckets on timesheets to resources, is there a better method to
capture admin time other than the use of a project file?

If a project file is used, and resources are put on a t zero work, as
soon as they report time on the task would it not then show as 100%
complete and in turn drop-off the timesheet and my task?
