Recommendations for a program that creates, sends and manages HTMLemails

I am looking for a program that creates, sends and manages HTML emails.
Hopefully I will find one that can send a text message to emails that
are not HTML automatically, but this is not necessarily a requirement.
Any suggestions are greatly apprecicated.
