Recover deleted email

Outlook 2000

I know somebody that deleted an email out of his Deleted
Items folder. I want to know if there's a way to get it
back. I've searched around the web and heard of people
corrupting their PST file with a hex editor and then
recovering them, but wanted to know if there was a safer
way. Thanks.
