Recovering/Importing the security-permissions backup file

I am trying to recover the permissions for a sub web by
uploading a backup of the file "service.pwd" into the
vti_pvt folder. I can view the updated list of
permissions with note pad, but the browser does not seem
to recognize the new permissions.
