Recovery Mode with Exchange 2003

I have recently installed Exchange 2003
When ever I open Outlook 2003 running on my PC I get a message warning me that Exchange is running in recovery mode, I get the option to connect, work offline or cancel

If I connect it all seems to work OK

ANy ideas?
