Redirected from email messages through HTML

When I receive emails, why can't I be redirected to a website with the
hyperlinks? I have Outlook 2003 and use Windows XP.

I just want to click a link in a received email and go to the web. I have
been everywhere for months trying to remedy this. Your help is appreciated.

I have done the regsvr thing with all the files suggested too.

What happens when you try to click the URL?
