Redundant Banners?

I'm using the Photo Album feature - which I understand isn't that great.
I'm looking at alternatives. In the meantime, I'm trying to understand
why my page looks perfect in FP, but when I actually try to publish it,
I get two banners and no pictures. Any suggestions as to why?

Are you publishing by HTTP, built-in FTP, or external FTP?

If by HTTP, when you open the remote site directly in
FrontPage, choose Site Settings from the Tools menu, and
click the General tab, what appears next to FrontPage
Server Extensions Version?
