I'm using a workbook with many worksheets that use the same layout and formulas, but contain different data. If I want to modify a formula in a cell or column, then I modify it on one sheet and copy into every other sheet in the workbook. Question: can I set up one worksheet as a "reference" sheet such that if I change the formula in a cell of the reference sheet, then the formula in that cell of every other worksheet changes accordingly?

That depends on what you really want. If the formulas really refer to the
exact same thing, then put the formula on the reference sheet, and on the
others, then simply reference that cell. Another technique you might try is
to select multiple sheets by shift or control clicking the sheet tabs, and
then select and modify a formula. The same change will be made to the
selected sheets.
