Sorry, the Citation Manager is limited and will not work for all
situations. It can only be customized by digging into the code and at
present there seems to be no documentation on how to customize the
code, so that's not very feasible. Apparently you would need to know
XSLT, which may be a subset of XML.

I am not on about the citation manager but rather cross references. I wish
to add a new type of reference into the drop down box so I can use it in
other parts of the document.

Bookmark the relevant piece of text and then insert a cross-reference
to the bookmark.

If you are using Insert | Reference | Caption, you can define a new type of
caption label, and that label will then be listed in the Cross-reference
dialog. Beyond that, as Stefan says, you can bookmark any text and then
cross-reference the bookmark.
