Register Outlook Addin permissions

What kind of permission must a user have to register an addin in
Outlook. For some accounts the addin cant be activated in the Tools,
Options, Other, Advanced, Com addins dialogbox.

First I thought that the user must be a local administrator, but even
though the user has local administration rights it doesn't work.


If I wish to register the addin for all users on the local machine, how
can I do this? I know it's different registry hives, but can I simply
register the dll in Outlook for one account and then copy the addin
settings från HKCU to HKLM?

Is there any group policies that prevents a user from installing addins?

You need the same permissions you would need for installing any other
software.

If an addin is registering in HKLM then you need permissions to write to
that registry hive. But if an admin installs in HKLM you have it installed
for every user on that computer. If you have permissions to copy from HKCU
to HKLM that's all that would be needed, but usually if it's installed in
HKLM you don't want it installed in HKCU.
