Reinstall win 98 breaks file association of Access 95 files

I recently installed Windows 98 on a new hard drive. I
reloaded Office 7.0 for Windows 95. I then copied old
Access files onto the new drive. When I try to open the
Access file by double clicking on the icon I get an error
message that says "The Windows installer failed to install
the program associated with this file. Please contact
your system administrator." I found a link to a Microsoft
support page that has a fix if I get this problem with
Access 2000 installing over Access 95. However, the
solutions offered on that page do not work for a reinstall
of the operating system and Access 95. The Microsoft page

I tried Microsoft online support but it wouldn't accept
the product ID of either Office or Win98.
Any ideas?

In any folder, click on View / Folder Options / file types
and then on "New Type" (or edit if your file is associated
with an incorrect or invalid program). This will allow you
to define the program to use with various filename
extensions (the .3 of dos' 8.3 naming conventions).

If that doesn't work, upgrade.
