Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000 or XP, you will need to enable searching hidden and system folders.)
Once you have done so, reopen Outlook and it should open fine. You will need to rebuild any custom toolbars or customizations as the file outcmd.dat controls how the toolbars display. When it becomes corrupted, it will cause Outlook to hang because it cannot create the toolbars that you expect.

After furious head scratching, Gandcp asked:
| Thanks for the answer, DL. I couldn't find an answer in the Outlook
| group, but my problem is that when I try to open Outlook, it doesn't
| respond. I try in 'Safe Mode', still doesn't respond and finally the
| 'reconfigure' tries and fails. This goes on two or three cycles and
| finally opens. I've had Office on my Dell 4600 since 2003 and never
| a problem. I use IE-6 and no other problems with Office programs. I'm
| at the point of trying Gmail but keep getting an error message,
| "Runtime Error" and the internet shuts down. I've checked MS & Google
| discussion groups for help but nothing has worked to counter the
| Runtime error. It's frustrating. Thanks again.
