Reject or accept mails!

I am curretnly using Oulook 2003, and i was just wondering if its possible
that when i recieve an email (from someone i dont wish to recieve from), can
it go back to them saying it has been rejected or can i build an acceptance
list wherin if the name is not mentioned, it doesn't come to me?

Outlook has no built-in rejection facility like that, which is a good thing,
since it would just add to the clutter and noise on the Internet.

You should be able to build one or more rules to delete messages you don't
want to get, but I'm not clear on the criteria you have in mind.

Put everyone from whom you wish to receive mail in your Safe Senders list or
your Contacts folder and then set your Junk Mail filter to dump everything
else.

Further to add to my chaos, when i put someones's email Id in my block
sender's list , the mail still comes to my Inbox. do u know what could be
the reason?

however i've recieving some emails before from that email ID, is this the
reason?
