You didn't mention what version of Microsoft Outlook you are using, but try
Tools > Email Accounts > View/Change exisiting account > Select the account
in question > Modify button > More settings button to get to the advanced
area.

UNcheck. It is "Log onto the incoming server before sending mail."

It's right down at the bottom of the Outgoing Server tab that you get to by
clicking on More Settings in the Mail Account window

Okay, after you select the more settings button, go to the outgoing server
tab. On the bottom of this tab, make sure that 'Log on to incoming mail
server before sending mail' is selected/checked/on.
