Remembering passwords and Automatic send/receive disable...

Outlook XP (2002)

For some odd reason...it is not remembering passwords for
any of my accounts...when I return to setup...the box
for 'remember password' is UNchecked...

and...

Is there a way to disable the automatic send/receive
function when starting up Outlook...
