Remote User unable to download PWA client

A remote user accessing Project Server 2003 site via VPN (initially had Web
discussions set on in his browser for some reason), received the EULA page,
which he accepted, then he was prompted for his password. We use windows
authentication, so this should not happen normally (this is when I receive
his call). Once I discovered that he had web discussions active for his
browser I had him set it off, shut down his browser, open a new browser and
attempt the access again. The user gets the EULA, he clicks accept and then
he recieves a page instructing him that that download cannot proceed and to
contact the system administrator (me). Any hints as to where to begin
diagnosing this problem? The user had been using Project Server 2002 and
related PWA client without problems.

Couple of things to check:

- See if you can download & install any other activex from internet.
- If yes, to above then check IE for any add-ins etc, check the security
settings. Try to lower settings & then see.
- Disable firewall/add-on tools & then see. Antispywares can block the
activex download
- Check local & GPO security policies for IE. Having restrictive policies
can block activex.
- Then try to manually install PWA ACtiveX as mentioned here:

Sorry, but where would I find a safe site to download an activex file from to
prove or disprove that it can be downloaded and installed successfully. I
don't want to access some random site and download some malicious software.
Thanks for any assistance you can provide.

In IE,

Tools
Internet Options
General tab
Settings button
View Objects button

Delete these two:

Pj11enuC Class and
PjAdoInfo 3 Class

You may have to reboot first and not go to PWA to keep them from being
loaded. I had a corrupted one once and the only way I could get them
downloaded was to delete the damaged ones manually and try again.

The end user must also be a power user or an admin to get the controls
installed, but just for the initial install.
