"Remove from server when deleted from "Deleted Items" problem

Using Outlook 2003.
Account set to "Remove from server when deleted from "Deleted Items", but,
they stay on the web server until the server deletes or I get the "almost
full message, and go purge them.
Is this an Outlook issue or server side?
