Remove HTML Format Option

Is there a way I can remove the HTML format option for
emails? We don't want our users to use this format, so
any preferable solution must be pushed out to all users on
Exchange server. Thanks.

Outlook version? If you have OL2002 or 2003, you can force all mail to plain
text.
