Remove Top Level Task from Add Lines and Timesheet.

Can we remove or hide Top level tasks from Timesheet and not give an option
to choose top level tasks using "Add Lines"

At the moment user can log the time against the top level tasks even the
task that was assigned to them is closed.

and other disadvantages are: 1. report. When we report on Task level, Time
doesnot get captured, 2. User gets confuse whether they should log time
agaist the tasks that was assigned to them or Top level Tasks.
