Removing Built in Menus

I would like to either hide or remove the built in menu
(File, Edit, View etc.) Can this be done without changing
other office program menus?

yes...all of the options needed to remove the built in menus are in the
tools->startup

If you take a look at the 3rd sample download here:

http://www.attcanada.net/~kallal.msn/msaccess/DownLoad.htm

Try running the above..and see how it hides all of the built in menus and
the access interface. I ONLY used the tools->startup options.
