Removing CTRL / Scroll Mouse Feature

Some websites do not allow you to resize the font size by the CTRL and move
the scroll on the mouse up and down.

Is there a way to disable this feature through FrontPage 2000 while
building a website?

It's done by using CSS to specify the font sizes.

However, it's not really a good idea to do it, as it can render the site unreadable for
people with vision problems.

Is using CSS easy to do? I know nothing about it. Certain font sizes I
would want larger and others I'd want regular. Just as long as you can't
oversize them to screw up my lay out.

Cannot be controlled in any browser, using CSS or any other method.
In IE, the CSS can be overridden using Tools->Internet Options -
General Tab, Accessibility button and tick the boxes.
In other browsers, either CSS is ignored (Lynx, and very old versions)
or the Ctrl Scroll wheel will override any font size settings.
