Repair a mailbox in Outlook 2003?

I am currently having an issue that occurs when outlook is open. It keeps
downloading the same messages and then says it is having an issue receiving.
I seem to remember a repair function under tools in a previous version
(although I could be wrong). Is there a repair utility in 2003 or a
downloadable repair utility?

I found scanpst but it said I needed to run scandisk. I ran scandisk /f but
it still didn't resolve the issue even after runing scanpst again.
