repair error 0X80040154 microsoft office 2003

I am unable to send or receive mail from the server.. this is very recent,
it used to work. Simply do not know what happened. I deleted and reinstalled
office 2003 but the problem remains. cannot find any fix. Can you help. Merci

You may have a problem with an Outlook Express file; Outlook uses several
files supplied by OE:
