repair problem

Error 1305. Setup cannot read file:C:\Program Files\Common
Files\Microsoft Shared\Proof\1033\MSGR3EN.DLL
above is the message I keep getting when trying to repair
my outlook 2002.
The reason I am trying to repair is because i am getting a
problem with my sending of mail.
When I send large files 500k plus I seem to send the
message about 10 times and my mail box says that it cannot
send the message due to time out error.

Please help.
