Repeat header in a column report

I have a provider report with a Provider County header to list every provider
in that particular county. The report has three colums. I want the county
to be repeated on every Provider's page, but do not want the county repeated
across all three columns. Below is how the report looks with the sections
being repeated:

Jones County Jones County Jones County

Doe, John Hancock, John Smooh, Joe
Doe, Susan Hancock, Dick Smooh, Harry
Doe, Jane Hancock, Bob Smooh, Alice

This is how I would like the report to look:

Jones County

Doe, John Hancock, John Smooh, Joe
Doe, Susan Hancock, Dick Smooh, Harry
Doe, Jane Hancock, Bob Smooh, Alice

Can this be done?
